Electronic Citizen Code of Conduct (Charter of e-Citizen)

The Electronic Citizen Code of Conduct aims to promote good thoughts, good talks, good deeds also in the cyberspace anywhere and anytime.Therefore, we, members of the digital information society, by declaring this code of conduct of e-citizen, acknowledge that norms of real life ethics are fully applicable in the virtual life.

The norms of this Code are applicable while talking on mobile phone, using of international network of Internet and implementation of other information and communication technologies (ICT).The short form (abbreviation) of this document is eTIKet (эТИКет), made of combination of mobiquette and netiquette that identify ethics of access to the information and communication technologies.

Public interests have to be always considered while using and application of ICTs.

2.Respect and following the human rights and freedom, national international norms of laws in the virtual space are necessary and sufficient.

3.The norms of the state language and national values are necessary in virtual space.

4.Delivery of pornographic photos and videos are not permissive.

5.Propaganda and persuasion of terrorism in all its forms is not permissive.

6.Protection of rights and interests of children and people with disabilities are top priority in ICTs space.

7.Usage of ICTs for harassment, insult, slander, instigation, panic, prejudice, regionalizm and other negative actions are not acceptable.

8.Discrimination against nationality, language, religion, race and gender in the virtual space is not allowed.

9.Respect of intellectual property rights is obligatory and using ICTs for plagiarism is not permitted.

10.Ethics of communication has to be abide by while using ICT, long lasting talks usage of noisy sounds, words of abuse and listening to music loudly in public place are not permissive.

11.ICTs have to be used in such a way that do not disturb others peace and do not harm others health.

12.Using other’s ICT equipment and handsets without owner’s permission are impolite.

13.Private data of person in the virtual space are protected and their unauthorized use are not allowed.

14.Modifying of speech and information of others is inadmissible.

15.Unethical comment and respond to posts of others is inadmissible.

16.Spreading spam through ICT is not allowed.

17.Abuse of other’s weak knowledge and technological and information skills is not allowed.

18.Every person is responsible for her/his published information.

19.Every person is responsible for following the rules of ethics in cyberspace.

20.Parents are responsible for ICT usage of their underage child
